Money between the league salary cap and your front office payroll can be allocated to player development and scouting. Allocate a percentage of available funds to each of these categories.
10-Point Allocation System:
All allocations are done using a 10-point allocation system. Full funding for each category, in truth, costs $4.76 million, not $5 million. Funding is capped at $5 million, or 10 points. Funding beyond $5 million will have no benefit.
How Does the Point System Work?
The point system is most easily explained using the scouting areas. Take the example of $2.5 million funded for the Batting Scout. This means that 5 points have been allocated for the Batting Scout. All of the players on your own roster will display their ratings based on that 5 point scale.
